Superintendent Misti Smith Outlines a Vision for Growth, Community, and Excellence
High Island Independent School District is entering a transformative chapter. With state-of-the-art facilities on the horizon, a revived athletic program, and a clear roadmap for academic excellence, newly appointed Superintendent Misti Smith is steering the district toward an ambitious future built on family, transparency, and high standards.
For Smith, taking the helm at High Island isn’t just another career move—it is a homecoming of sorts. Born and raised in nearby Anahuac, Smith spent her childhood summers at Crystal Beach, creating memories that stretch back to the days of the old turn bridge. After building a distinguished career in education that spans nearly two decades of coaching, special education advocacy, and administrative leadership across small and large districts, Smith is right where she wants to be.
“When you love kids and you love your community, it’s not a job,” Smith says. “I don’t look at it as a job, honestly. I love this.”
Core Values: Listen, Learn, Lead, Legacy
At the heart of Smith’s leadership philosophy are four guiding principles: Listen, Learn, Lead, and Legacy.
She emphasizes that leadership is not about having all the answers, but about fostering a collaborative culture where everyone—from kindergarteners to veteran staff members—has a voice.
“Just because I’m the leader doesn’t mean I’m the only person with ideas,” Smith notes. “Everyone’s got great ideas. Bring it to the table.”
This open-door philosophy extends directly to parents and the community. Operating under a commitment to communication, Smith guarantees a response to parent inquiries within 24 hours, aiming to break down barriers between home and school.
Building Toward an “A” Rating and Academic Growth
High Island ISD is coming off a solid accountability performance, earning an 85 (B rating) under the leadership of former administration and staff. However, Smith and her team are setting their sights higher.
“We are looking to move towards an “A”, and so we’ve got a roadmap laid out of what we’re going to do to make changes to get to that “A”, because everyone here wants that “A” rating,” Smith explains.
To support academic and student success, the district is also focusing heavily on increasing daily attendance, pushing past historical averages with a clear goal of hitting a 96% attendance rate. Additionally, the district plans to apply for the Texas Education Agency’s Teacher Incentive Allotment (TIA) in April to reward high-performing educators with increased earning potential.
Modern Facilities Designed for the Future
One of the most visible transformations at High Island ISD is the construction of its brand-new, state-of-the-art school facility. Designed to house elementary and high school grade levels, along with a new gym and library, the modern campus is built to withstand a Category 5 hurricane—combining cutting-edge safety features with advanced educational technology.

Looking ahead, Smith is also laying the groundwork for an expanded Career and Technical Education (CTE) wing. By partnering with regional institutions like Galveston College and Lamar Institute of Technology (LIT), the district hopes to offer pathways in high-demand fields such as maritime science, shipbuilding, nursing, and culinary arts, ensuring that every student has a viable path to success whether they choose university or the workforce.
The Four-Day Week and Community Culture
High Island ISD operates on a unique four-day instructional week for the majority of the school year, returning to five-day schedules in August, September, and the April testing window to meet state instructional minutes. Smith views the four-day schedule as a major benefit for teacher retention and student well-being, providing essential breathing room without sacrificing academic rigor.
Combined with the return of competitive football, active parent-teacher organizations (PTO), and strong community backing from local groups like the Bolivar Yacht Club and the Texas Crab Festival, the momentum is palpable.
“Not only is it an exciting time to be a Cardinal, but it is the time to be a Cardinal,” Smith says. “Bring your kids, bring them, fill out that transfer application, come be a Cardinal. Every Cardinal counts.”
