Below is a brief summary. Minutes of Meeting at TxDOT 03-20-08 to discuss raising of SH 87 and SH 87 outfall ditches: Attendees: Gabe Johnson Pat Henry Bill Babbington Mike Fitzgerald TxDOT did a very detailed study in 2002 with CivilTech and identified 46 channels between SH 87 and the GIWW on Bolivar Peninsula. TxDOT only has easements on 10 of them but has proceeded with an individual permit application to the Corps to re-grade all 46. The permit will take at least one year. If the permit is granted TxDOT will request permanent easements or right of entry on the 36 ditches they don't have easements for. In the study TxDOT identified the 5 year storm elevation to be 7.3 feet (5.6 ft. surge and 1.7 ft. wave). Estimate to raise all 28 miles of SH 87 and a part of SH 124 to elevation 7.3 is 40 million: Ferry to Crystal Beach, 10 million Crystal Beach to Gilchrist, 6 million Gilchrist to SH 124, 24 million Total (estimate is 3 years old) 40 million The 2002 study also did a very detail elevation measurement and now TxDOT knows all the locations on SH 87 that are below elevation 5.0. They will be looking at those in the near future because they say realistically they will not be able to fund the 40.0 million to raise SH 87 to elevation 7.3 (5 year storm). This effort will be independent of the ditches. Gabe, Pat and Bill pointed out the same exact study was done for FM 3005 and they are approaching it the same way. TxDOT spent 2.7 million already on the overlay of SH 87 between the ferry and High Island. This raised the road approximately 2 inches. Mike Fitzgerald Elizabeth A.
